Until now, the Decent Homes Standard applied only to social housing, but that’s changing.
Under the Renters' Right Act, the government will extend this standard to the private rented sector, including homes across Cornwall and West Devon.

This means every rental property will soon need to meet clear expectations around safety, maintenance, energy efficiency, and repair.

If you're a landlord, this could affect what you let, how you maintain it, and how your property is judged in enforcement cases once the new rules come into effect.

The government has confirmed its intention to bring private rentals in line with the social housing standard including elements of Awaab’s Law, following the tragic case that brought damp and mould to national attention.

Here’s what’s coming:

  • A legal definition of what makes a property “decent”

  • Stronger local authority powers to inspect and enforce

  • Possible inclusion of time-bound repair requirements (especially for damp, mould, and hazard reports)

  • Greater pressure to prove you're proactive, not reactive, with maintenance

Even well-kept properties may need better documentation and faster turnaround times to avoid falling short.

The current Decent Homes Standard applies four key tests. These are expected to be mirrored in the private sector version:

Safe

– The home must be free from serious hazards (e.g. unsafe wiring, structural issues, fire risks)

In good repair

– No major disrepair to key elements like roofs, windows, plumbing, or heating

Warm and energy efficient

– Adequate insulation, working heating, and acceptable EPC rating

Reasonably modern

– Kitchens, bathrooms and boilers not excessively outdated unless in excellent condition

These tests aren’t just about aesthetics, they’re about the long-term liveability and legal defensibility of your property.
